Appointments update – 10 July 2026

Pensions Administration Standards Association (PASA) has announced the appointment of Louise Chalkley as the new Standards Committee chair.

Chalkley succeeds SAUL chief transformation officer, Donna Maguire, who has chaired the Committee for many years. To her new role, Chalkley brings extensive pensions administration experience and a strong understanding of the standards and behaviours needed to deliver consistently good outcomes for schemes and members. The Standards Committee oversees the development, maintenance and application of PASA’s Standards and supports the PASA Accreditation process.

Chris Cummings has joined Vanguard as executive director on the Board of Vanguard Investments UK.

The Board of Vanguard Investments UK is responsible for the management, oversight and regulatory compliance of Vanguard’s UK fund range. Prior to this appointment, Cummings served as chief executive of The Investment Association in the UK, a position he held from 2016 until June 2026. He has also served as a member of HM Treasury’s Asset Management Taskforce and was a founding member of its Financial Services Trade and Investment Board. In addition to this, he served on the Chancellor’s Financial Services Industry Advisory Group and the Department for Business and Trade’s Financial Services Trade Advisory Group. He was also a board member of the European Fund and Asset Management Association and chair of the International Investment Funds Association.

Nomura Asset Management has appointed Richard Hastings as client portfolio manager.

Hastings will report to Nomura Asset Management UK senior managing director, Mari Nakamura, and will be based in London. He joins from Goldman Sachs Asset Management, where he served as client portfolio manager for Investment Grade Credit portfolios across the EMEA business for more than 12 years. At Goldman Sachs, he was also responsible for the coverage of Emerging Markets Debt portfolios. In his new role, Hastings will provide client portfolio management coverage for the firm’s Global Dynamic Bond Fund as well as broader Nomura Asset Management fixed-income capabilities, including Corporate Hybrid Bonds, government fixed income, and credit strategies.
