Select Committee to scrutinise draft Bill on state pension reforms

The Work and Pensions Select Committee is to carry out pre-legislative scrutiny on the draft Bill on the single-tier state pension, particularly areas relating to the impact on women and the self-employed.

The Committee will examine in detail clauses relating to the draft bill of the state pension and is encouraging interested organisations and individuals to provide submissions of no more than 3,000 words.

Areas that the Committee is highlighting include the effect on younger and older cohorts of future pensioners, how accrued rights will be protected, and the effects of ending contracting-out of the State Second Pension. In addition, MPs will also scrutinise what impact the changes in the qualifying rules for a State Pension are likely to have and how the proposals are likely to affect the future needs for means-tested pensioner benefits and incentives to save for retirement.

Oral evidence on the draft Bill will also be accepted. The deadline for written submissions is 15 February 2013.
