PADA comes closer to full delivery team

The Personal Accounts Delivery Authority (PADA) has revealed that its General Counsel position will be taken up by Nick Carter.

Carter, who will play a central role in the delivery of Personal Accounts in 2012, will oversee all legal, risk, compliance and governance issues which may arise from the programme. He will build these functions for the trustee corporation which will operate the Personal Accounts scheme.

In his role, Carter will also oversee the multiple procurement contracts for the outsourcing of scheme administration; fund investment management as well as other business processes for the trustee corporation; and the programme management risks and delivery of a risk management framework for the trustee corporation. He will also advise the Board and executive on legal, risk, compliance and regulatory matters.

"Nick is an exceptionally skilled and talented individual," commented Tim Jones, chief executive at PADA. "He has a proven track record of working within, and providing legal advice to the financial sector as well as extensive experience of working at Board level. In particular, his experience of building complex business and functional operations in many different environments will be a real asset to PADA. He will play a significant role in the executive team charged with the delivery of the personal accounts scheme."

Carter said he is looking forward to a "critical time for the authority. My focus is to ensure that the multiple legal and other risks in the programme are well managed. I will also provide the Board and executive with close support and counsel to help ensure successful delivery of the personal accounts scheme in time for the commencement of new employer duties in 2012. As such, one of my first priorities will be to decide how best to build our legal and risk capabilities for the programme delivery and for the longer-term needs of the trustee corporation."

Prior to his appointment at PADA, Carter was chief corporate officer at PA Consulting, where he took responsibility for finance, operations, HR, IT, legal and compliance functions.
